A network of LGBTQ police officers detained over 2 years ago in ‘Estado de México’ (Mexico State) has finally had one of their members sentenced to more than 95 years in prison over the kidnapping and murder of a Texcoco based vendor. Specifically, Fabiola Yuritzi Hernández de la Rosa was sentenced earlier this week after Mexico State (EDOMEX) prosecutors were able to determine that she was a getaway driver and group leader of a band of LGBTQ kidnappers. Hernández de la Rosa is also well connected as the niece of Nezahualcoyotl’s former mayor, Hugo de la Rosa.
Additionally, for several years, the convicted kidnapper held posts as the director of a Gender Violence entity in Mexico State. The entity was a subgroup of the Department of Familial Integration, which was directed by her presumed cousin, Carmen de la Rosa, who is now a state level representative for the district of Nezahualcoyotl, a sad testament to the corruption that has afflicted the state of Mexico (EDOMEX).
Due to her political connections, Hernández de la Rosa most recently held an administrative post within the municipal police force of Nezahualcoyotl where she was tasked with administering aid to crime victims. Specifically, ‘Yuri’, as the sentenced kidnapper was known, was tasked with directing the very same aid group that attends the needs of family members whose loved ones were disappeared, kidnapped or otherwise victimized. The state level unit – housed within the city of Nezahualcoyotl – is known as ‘Celula de Busquedas de Desaparecidos’ which translates into ‘Mission Person’s Search Bloc’ and was tragically usurped for several years under her command.

For several years, Hernández de la Rosa directly received the complains of victim’s families and was able to intervene in favor of the accused. In 2021, the now jailed director of Estado de Mexico’s Gender violence and Missing Person’s Search Bloc would inexplicably withdraw an investigation into the kidnapping and murder of Temimut Reynaga, according to Temi’s mother.
Such irregularities prompted the families of other disappeared to more forcefully press for justice against Hernández de la Rosa and her group of kidnappers. This was the case for the family of a Texcoco vendor who was tragically extorted and kidnapped twice with the final offense leading to their death.
Texcoco Disappearance
On September 25, 2022, Hernández de la Rosa drove a van while her accomplices kidnapped a food merchant from their business in Texcoco, Mexico. After demanding ransom from the victim’s family, four suspects were captured on October 12 in an operation in Chimalhuacán. Tragically, on November 2, 2022, the victim’s bone remains were discovered on the Mexico-Puebla federal highway in the Loma Ancha neighborhood of Ixtapaluca, and were confirmed to be those of the kidnapped merchant through forensic testing. In addition to Hernández De la Rosa’s sentence, four other accomplices have been sentenced, and another suspect remains in custody awaiting trial.
LGBTQ Connection
Hernández de la Rosa occupied a post in a sensitive administrative area where she was likely able to access prior victimization for her own personal use. In her social media, De La Rosa could be observed in marches that were held to stop the very crime she was convicted of committing.
Additionally, one of her collaborators was the controller for the regional C4 camera system in Nezahualcoyotl which allowed the kidnappers to evade detection via cameras.

This individual was also an openly gay man, which has raised eyebrows as a large number of the accused identified as LGBTQ. This suggests that no closed network is immune to criminality and all individuals should be held to the same standard of the law. Lastly, in the photo shown, he can be seen with current mayor which raises eyebrows since they are socializing off work hours and show a certain closeness despite the convicted individuals links to crime.
